This procedure aims to ensure that the investment project conforms to the existing requirements for building.
The investment project conformity review is a prerequisite for its approval and receipt of a permit to build.
All individual parts of the project are separately reviewed for conformity as well as for coherence, completeness, and structural correspondence to the engineering calculations.
The review also checks the project for conformity to the standards and provisions set on the territory and in the DTCP. In case the project comprises the erection of hazardous equipment, then the review will be extended to include experts
from the Safety Operation and Technical Supervision Offices.
For building works of First and Second Category such reviews are compulsory. It is necessary for the investor to have an investment project made and a signed contract with a consultant to start and complete the review with a report from the licensed consultant.
The next procedure involves the issuance of a design “visa” whose purpose is to describe the requirements owners or developers have to meet. It contains all the information needed to build up land plots, draw up investment projects, prepare surveys, evaluations, infrastructure facilities, etc.
Issuing a visa to design is enforceable by law when it refers to:
1.Building-up falls out of the building boundaries of the settlement, but the functions of intended buildings are in conformity with the purpose of the property.
2.Additional building outside the building boundaries of the settlement, and this building has not been foreseen in DTCP, and when the buildings are attached to original buildings or they are detached, or joined buildings attached to other additional buildings between two adjacent regulated land properties; in this case the approved building-up is not recorded onto the current DCTP.
3.Building-up of land properties with temporary buildings. Such building is allowed only once on a single land property and if the total built-up area of the temporary buildings does not exceed 30% of the area of the land property.
4. Building-up of land properties located outside the boundaries of the urbanized territories with buildings whose functions do not comply with the purpose of use of land. In such cases the visa is issued after change of land status and if it corresponds to the current DTCP.
5.Building-up of regulated land properties on territories whose DTCP is being renewed and which does not envisage changes. It is necessary to coordinate the visa with the designer of the new DTCP.
6.It is not necessary to enter changes in the DTCP if building-up is limited to changes of the layout of existing  buildings, as well as their extension or build-up, provided that neither character nor method of building are changed.
7.It is not compulsory for building-up plans to be approved for building-up of regulated land properties zoned for low residential homes or parts of them in settlements with functioning regulation plan if the character of  building-up is not changed and the building-up is detached or detached only for two adjacent properties.
The visa to design is a binding part of the papers attached to the application for the investment project to be approved.
For approval of building in territories of cultural and historical heritage, the visa has to be issued by the National Institute of Cultural Monuments.
